There had just been a hurricane pass through and there was a lot of flooding. The river was very muddy, and it was cloudy. Periodically, it gets some water with other heavy rains. So, all residents keep NOTHING of any import in their basements. Water heaters, heat pumps, etc. are elevated. During Agnes, most homes had water up into the 1st story.
